Rental agent will only let one person fill out an application at a time?
I found a rental home that I really loved. I called them yesterday morning to see if it was available, and all they said was "well we had someone fill out an application yesterday afternoon and we're waiting to process it". Ok? Well, can't I still put in an application? I went to their office and they explained to me they only accept ONE application at a time... is this normal for a large real estate company?

For house rentals I am sure it is. If the current applicant seems to meet all the criteria for tenancy the realtor/landlord will not go to the expense of doing two fact checks when one will be all that is needed. Be polite, ask if they have a waiting list and put your name and contact information on it.
Normal or not does not really matter, since this is their policy. Did you ask if they keep a wait list so they can contact you if the other app falls through? They are just trying to minimize wasted time filling out and keeping track of multiple applications for units they know probably are not available.

This is odd, however, if they already have one that looks good, it is saving you money. Each application costs money for the applicant.

When you consider how much it costs to do a background and financial check on people, yes. If this person passes the check, they can rent the apartment and only have to pay one fee. If they let you fill out an app, and the first person passes, they have paid for your check for nothing.
It is pretty standard not to accept additional applications at least in my state it is. Here we are legally required to take the 1st qualified application. No more applications are accepted until the 1st is denied.

That's up to them. Not normal, as they could save them selves time by allowing multiple applicants.
Don't be confused by the large real estate company. The agent is likely representing a single landlord who owns one property. And because the client is the boss, they have to do things their way.
But I agree it is an ignorant policy since they key issue for any landlord is finding the best tenant and certainly not just any tenant who happens to respond to the advertisement the fastest.
