Yes. The electric field penetrates the matter. If it does not then you do not have conductors.

Mostly yes, some materials will obstruct magnetic fields though.

Electric field is magnetic field and it can penetrate matter. For example under a frozen surfaces of Jupiter moons is liquid ocean and salt in it moves. This causes magnetic field which interferes with the magnetic field of Jupiter.
