It is difficult for the Government to attract more visitors to visit Hong Kong
Rewrite the above sentence as follows:
As far as tourism being concerned, it is rather difficult for our Government to promote as the result of the political campaign done by the local democratic party.

It is difficult for the Government to market and promote Hong Kong tourism these days.

政府本身無什麼吸引人的, 只能說 The Government is trying to attract more tourists .....

你問tense有冇用錯，基本上沒錯。因為你是想表達一種現實，it is difficult是一句所謂statement(陳述)你的意見，所以現在式時態的動詞OK。

不過用詞和表達上就沒有把你"中文"的內容表達，就算當作是總結句，句中用visitors...visit便不是好句，其實你"中文"主題是遊客，所以可以把visitors改為tourists便會造出更"精確"和"立體"的句子。

tense 無錯, 但你要結合返前文後理去寫, 先可以表達到個重點.
