Check the observation page (the page next to biometric page) and see if either or both of the following appear:
a. THE HOLDER IS ALSO A BRITISH CITIZEN.
b. THE HOLDER HAS THE RIGHT OF ABODE IN THE UNITED KINGDOM.
If not, it is still an ordinary BN(O) Passport.
The reason why the HM Passport Office made the mistake was the inclusion of the BN(O) Passport as inclusion of an original passport indicates this is for RENEWAL (I have looked over my past answers. The only thing I have said about sending the BN(O) Passport was its copy. I never said sending the original).
Beside - first time applicant should not have a "passport" at all.
Here are the solutions:
a. Contact the Passport Adviceline for the error and see if they are willing to fix the errors; or,
b. Simply apply for another one.
Regardless, given your daughter will return to the U.K., it is best to apply in the U.K. (although you can start the work in Hong Kong) as passports are now issued in the U.K. anyway, so she will get the passport herself.

In that case, she will be able to communicate a staff from the HM Passport Office to indicate that she needs a British Citizen Passport.
