No sim card inserted, can I get a phone carrier?

So, my Iphone says no sim on it, and I wanted to know if I can go to a phone company and buy a plan. I am a beginner at phones so I don't know anything about them, it's an Iphone 5c, i'f that helps

更新2:

I saw a thing on cricket that says "swap your sim for 99 cents plus tax. I forgot to say, I have a SIM card but it's from a Mexican company called Telcel, would they swap it?

if it is unlocked, you should be able to get a new SIM from Cricket, AT&T, or T-Mobile
you will likely have to pay an activation fee and first months service.
Cricket should have a test SIM to tell if it works on there network.

You can check the IMEI online and you'll be able to find out what carrier it's locked to.
