Unfortunately, your understanding of the law is incorrect.

Under the Rehabilitation of Offenders Ordinance (Hong Kong Ordinances Chapter 297), upon meeting certain requirements, a person can be exempted from disclosing his/her criminal records.

However, this exemption is not an umbrella exemption, especially in your case. Due to the sensitivity of the occupation, people working for a security company are required to undergo a background check as it is a regulated industry by the police. To security guards, this disclosure is especially necessary as the police will need this information to determine if a license can be issued.
