My dog Daisy eats the Chapstick brand and it never harms her. I DO NOT GIVE MY DOG THE STICK, SHE STEALS IT AND MAKES A MESS. But I wouldn't put it on your dog, if your dog has dry anything find products that are made for dogs.
Dogs don't have lips and no don't put it on, you're not moisturizing anything your just rubbing something (probably good smelling) up against her mouth that you don't allow her to have. There's no point and it's mean to tease the dog like that.
If you notice her lips are dry or chapped, you can use a little bit of Vasaline and apply it to her lips (on the outside) with a cue tip. Most of the time, dogs shouldn't have a problem with chapping, which could mean there is something else medically going on. Is drinking normally? This is a red flag that she could be dehydrated, so I would encourage drinking as well (if she won't take it from the bowl, you can use a syringe.) But defiantly call your veterinarian for more information! It probably isn't anything, but just in case.

There's nothing to moisturize so...probably not a good idea haha. I doubt it would do anything to the dog, but is advise against it just to be safe.
