Unless you tell us what type of spinner it is, we can't tell you.

For example if the spinner is numbered 1 to 5, then there is a 1 in 5 / 20% probability of any number occuring; if it is numbered 1 to 10, then it is 1 in 10 / 10%, if its numnered 4 to 9837 then it is 0.

Update: For a 1 to 4 spinner, then there is a 1 in 4 / 25% / 0.25 probability of any number occuring.
