It has nothing to do with the money at all.
It is about being in control.
Money is a very powerful tool. But still it has its limit. For example, when a wealthy has a big house and he/she wants to make it even bigger, the Government can disallow the expansion. In this case, the money is worthless to that wealthy.
Since that wealthy is powerless but rich, the easiest way is to use the money to influence the public policies. This is not illegal per se in many countries (as instead of gifting the money into the pocket of the politicians, the wealthy "supports" the politicians' political actions, such as donations for his/her elections/re-elections).
The situation in Hong Kong is different. In Hong Kong, the Administration, not the Legislatures, determines public policies. In this case, rather than having a member of the legislature in his/her disposal, it will be best to have a Government official instead.
