Do I have to take the TOEFL?

I'm a full-on Californian girl, born and raised. I've never been out of the country for more than a week, and I only speak English. I'm a junior thats applying to some California colleges, but it says I have to take the TOEFL. Do I actually have to take it, regardless of my background? Or is it just for people that are applying from other countries?

With such limited information on what program you are applying to, i suggest that just give the admission office a quick call to find out, the best and accurate.
From my experience most colleges do not ask for english proficiency test if they attended their education here, however some schools still do because they require better language skills.

If you gradauted from an American high school or with an American GED all in english, there's no reason to need to take the TOEFL. It's just for people whose education (background) isn't in english.

Look again, usually there is a section that states if you are from a non-English speaking nations.

No, you do not have to take it. TOEFL is not for citizens who are native speakers of English.
