Face is oily after moisturizer, but dry after foundation?

So, I have this problem. In general, I have combination skin. Oily on the forehead and nose, then dry around cheek and chin. I applied moisturizer around face and in general, it is all "wet" looking. I realized may be I have too much, so I tried to apply less. Then, after I applied liquid based foundation/BB cream, dry flakes turned up! What should I do?
