Help with American Express Gift Card?

So, with this pre-paid gift card that was worth one hundred dollars, I got something that was about 90 dollars on Amazon. The transaction went through, yet when I checked how much was left on the card on the website it only said ninety nine? How did this happen and why?

Only the first dollar is taken immediately. The other 89 are taken when the order ships.
