The correlative comparative is a paired construction. Each part is syntactically alike.

Sentence Pattern:
- containing two corresponding phrases or clauses,
- separated by a comma,
- each clause/phrase headed by "the" and
- expressing a comparative: "the X-er . . . the X-er" or "the X-er . . . the Y-er".

NOTE: your sentences are unbalanced.

1. reduced construction (with verb-to-be omitted) ~ two phrases

format: The X-er the A, the Y-er the B. (where A, B are the two subjects in comparison)

2. full construction (with verbs) ~ two clauses

The smaller the damper opening is, the higher the sound power level of the VAV box will be.

format: The X-er the A is, the Y-er the B will be.

or The X-er the A verb1, the X-er the B verb2.
eg. The more you learn, the more you earn.

or The X-er the A verb1, the Y-er the B verb2.
eg. The older I get, the younger I feel.
