"some" and "all" can be determiner 限定詞, pronoun or adverb, depending on how they are placed and made to function in a sentence.

1. when talking about members of a group in general, use 限定詞
例: all the people, some boys
2. but if talking about a SPECIFIC group of people or things, use 不定代詞 + "of the"

That is because "all" can be both determiner and predeterminer, but "some" can only be determiner.
1. All children should be taught to swim. (all - determiner; unspecific 非特定 = any children in general)
2. All the children in the sinking ship should be loaded into the lifeboats first. (all - predeterminer, the - determiner; specific 特定 = every child in the sinking ship)
2b. All his children are attending the same school.
3. The ship is sinking. All of the children should be loaded into the lifeboats first. (all - indefinite pronoun; specific 特定 = all children that are in the sinking ship)
4. Some children are prone to allergies. (some - determiner; unspecific 非特定 = a number of children in general)
5. Some of the children in ABC elementary school have caught the flu. (some - indefinite pronoun; specific 特定 = a number of children that study in ABC elementary school)
note: "some the children", "some his children" are not correct.
6. None of the boys in the ABC school has/have caught the flu. (none - indefinite pronoun; specific 特定 = not any boys who study in ABC school; not one boy)
7. "None" cannot be a determiner; "no" is used intead.
