There is no shortcut to learn English,but there is shortcut to pass Exam.

Hence phrases in police" phrases" means mode of expression; small group of words, manner of expression, choice of words;
We cannot divide any of these phraese into subject and predicate;it forms part of the sentence and performs the function of a single part of speech:-eg:-Adjective phrase,Adverb phrase, Verb phrase, Noun phrase.
