It means" a site office" built on "the site" of an old reclaimed land;
A reclaimed land for a new building office.
Deliver materials to and from the building.
Men's working environment influence performance etc.of girls.
How about a visit to a rainy building site ?

grammar 是無問題
這個字 willing 是 形容詞 (adjective}, 不是現在分詞 (present participle),
意思解 "願意的, 樂意的"

不過用 rainy 形容 一小小 place,
rainy building site 是錯
rainy weather
The weather is rainy
The building site is rainy. ~ 錯
