1. Yes. However, your daughter must show proof to the school to be reclassified as a UK/EU student.
2. Possible, not without some works to be done (it will be more difficult than just the British Citizen Passport).
a. She must prove she is a citizen by descent. The school has no idea why she can suddenly become a citizen. So even the school is willing to do a refund, she will have to prove that she would have eligible otherwise.

She should contact the Home Office to see if this letter/certificate will confirm that she is a citizen by descent or not. If so, this would be the proof you need.
Otherwise, she will have to use similar document for her passport to show she is indeed a citizen by descent.
b. Once she has the proof, try to seek help from a MP or Lord. If not, at least a lawyer (even it means legal fee). Don't do it herself unless she exhausts all options.
Remember - she posed herself as an international student. So the school has not done anything wrong. So a refund, if granted, will be discretionary (given all possible refund period should have been expired).
Also, due to the special circumstances, frontline staffs may not aware of anything. So it is best she requests the refund in writing, probably registered mail, to avoid the turnaround.
