It is very wrong to say "Whether I can attend the party". it should be Can I attend the party? / I don't know whether I can attend the party.
i think both are ok. but for me, i think "forgot" sounds better

"Whether I can attend the party." is not a complete question or sentence. It should be "Can I attend the party?" or "I don't know whether/if I can attend the party."
