What is a cheap food to make and give out to the homeless?

Peanut butter or cheese sandwiches

Peanut butter and jam, plus a baggie with either cut oranges or grapes in them. It's protien and healthy, easy and needs no refrigeration.

Wraps, made with the cheaper line of cold cuts, but with shredded carrots and other salad items included, then wrapped in cling wrap.

Up here the Old Brewery Mission, still serves out in disposable cups, hearty beef stew, but the beef used is off cuts, usually destined to the mincer, but has loads of vegetable. I have tasted what they dish out to the street people, and it's very good.

Sandwiches; maybe a variety, such as bologna, salami, cheese, peanut butter. Bless you for what you are doing.

I assume peanut butter and jelly is out of the question.
