When there is an outlier, is it included in the distribution graph?

So say if the outlier is all the way on 1, while all the other data is on 20-something. If the distribution graph does not include the 1, it would be symmetrical. If it does, it would be Negatively Skewed. So my question is, what is right?

Inclusion of an outlier is dependent on the significance of the test to the observer. It can depend on how big your sample is, whether or not there was a measurement error, or whether or not ignoring the outlier can result in dangerously misrepresentative data.
