As a foreigner I am looking at getting car insurance in USA. However I do not live in the US. How would I get car insurance without having a US Address?

You wouldn't.

The price of car insurance in the U.S. is based onn where in the U.S. the driver lives. They can't know how much to charge for the insurance until they know where you will live in the U.S.

Also, no car insurance company in the world can give car insurance for someone who might live at any U.S. address. Each car insurance company can give car insurance only for some addresses in the U.S. A company cannnot give you insurance until you have a U.S. address in a part of the U.S. where that company can offer insurance.

You get an address first. Your rates are actually pegged to where the car is parked and where you live, so you can't get insurance without a place.
