Any other way I could get my permit?

So I went to get my drivers permit but failed the vision test so they told me to go to my doctor and tell her to check me off but she wouldn't bc I was registered as legally blind and I'm albino so that's why but my brother is albino and he got his permit and he's driving just fine now... :/

If you can't pass the vision test, you can't drive. Period. There's no hidden loop hole, no secret back door.
You weren't refused a permit because you're an albino, you were refused because you're legally blind. Your brother didn't find a shortcut, he just passed the vision test and passed the exam.

The vision test is a key point of the licensing process. If you cannot pass that, there is no other way around it.
Until your vision cannot be corrected to the minimum acuity required, there is no waiver that can be provided for this. In some cases, a permit may be issued for someone with a challenging physical condition if specialized equipment attached to the car can overcome that limitation, but I'm not sure what could be done to a car to accommodate a visually impaired driver.

You can claim disability but it'd probably be easier to get glasses or contacts so you can see better
