Sentence 1 is correct.
(✓) She will arrive tomorrow.

Sentence 2 is incorrect.
(Ｘ) She will arrive on tomorrow.

正如意見欄三個外部連結的資料顯示，tomorrow 之前是不會加上 in 或 on的。

但如果你使用的是 day of the week （即星期幾）或 date/a certain day （確實的日子），那麼你則用 on。
例如：
She will arrive on 14/4/2015.
She will arrive on Tuesday.

如果有用到 last, next 也不會加上 on，例如：
She will arrive next Monday.
She arrived last Sunday.

我也明白有其他例子如：
I should receive your check by tomorrow.

但在於發問者那個情況應該可以確定在文法上是不加 preposition 的。

不要忘記 tomorrow 除了做 adverb 之外, 還可做 noun

after 是 preposition, 不是 adjective, 用在 tomorrow 前面

我 twist 個字, 使用 phrasal verb "carry on"

Business will be carried on tomorrow.

tomorrow 是 adverb, tomorrow 與 on 無關系
不過句子望落去好似有 on tomorrow
on 是 preposition, 跟 carry, 連接一起用
carry on = continue
