Why sodium hydroxide pellets are NOT used to prepare standard sodium hydroxide solution?

Chicky is correct, NaOH pellets are hygroscopic. However, this affects the weight of the NaOH when you are preparing the standard, introducing error in the amount of NaOH you add and your calculated molarity. It has little to do with the volume of water.
