help! is this "grooming"????

So I have a German Shepherd and a domestic short hair. I recently got the dog and they've had many problems but they are starting to get along in a sense... They slept in the same room 2 ft away from each other last night and there was no fighting. But today I thought "oh maybe they're on good terms now" and while my cat was on the bed the dog came up and started sniffing her. The cat hissed and then the dog started whining and she got up and started like.... Chewing(??) On my cat and licking her and she pulled out a little bit of hair with her teeth. The whole time this was going on my cat was just lying there looking calm...... I thought she'd try to attack or hiss or bite or something but she was just calm while the dog took out some fur! I looked it up and read that cats and dogs do this as "grooming" sometimes and the cats don't mind it... Should I be worried or is this normal?

For me it's normal my dogs do it to each other and they do that to my cat too. It's perfectly normal. It may seem weird but it's normal. Nothing to worry about

Be cautious. You don't know the dog well enough to trust them alone together. Whining can indicate prey drive, and "grooming" can be a show of dominance and not necessarily a sweet behavior. One snap from a dog with high prey drive and that will be the end of the cat. It can be normal - or lethal. Don't make the assumption that it's "sweet" until you get to know the dog better.
