why does the following situation would not increase the r.m.s.speed of the
molecules of a fixed mass of an ideal gas

You did not give all the conditions under which the gas expands. The crucial point is whether the gas is thermally isolated.

An expansion of the gas on its own involes work done by the gas. The energy is taken either from the gas internal energy if the gas is thermally isolated, or from the outside environment if the gas is not isolated thermally.
