The past continuous are two actions happened in the past at the same time. The past contiouous is used for the longer action.Both actions were long, we use the past continuous tense for both,ie:-was watching=was passing.
eg:-When I was watching television last night, it was time passing (8-7=1) hr. away.
The simple past began and completed in the past without any connection with the present.
Hence eg:-I watched ATV for (8-7=1) hr. last night.
-----Or eg:-I watched television from 7:00 to 8:00 last night. (meaning 7pm--8pm).

I watched television from 7:00 to 8:00 last night. =OK as it - grammatically correct and clear. ( past continuous tense is used when there are two actions happening at the same time - see examples below)

I was watching television from 7 to 8pm last night when my mother came home.

While I was watching television from 7 to 8pm last night, my mother was cooking .
