Home Return Permit (HRP), in the view of Ministry of Public Security, is about in and out. So there is no established rule to regulate how long a HRP holder can stay in the Mainland.

(So in answering your question - no such requirement exists.)

However, as HRP holders are Chinese citizen, they must follow the "Hukou" (Household Registration) law as well. "Hukou" law is based on each individual city. The local Public Security Bureau will issue permits to qualified residents. Without that permit, a HRP holder is not really "legal" in the city.
