There are two definition of "limit" in dictionary.
(1) GREATEST (or smallest) AMOUNT ALLOWED 最大(小)的限量
= restriction
In this meaning, you should use "limit on" something.
e.g. There is no limit on the speed in this express way.
e.g. The EU has set strict limits on levels of pollution.
(2) GREATEST AMOUNT POSSIBLE 可能的最大量
= a point at which something stops being possible or existing
In this meaning, you should use "limit to" something.
e.g. There is a limit to the amount of pain we can bear.
(1) I guess there is a limit on how many eggs can be held in each competitor's hand.
(it is a competition where competitors transfer eggs using their hands from one place to the other.)
(2) I am sure there is a limit to how many eggs can be held n a person's hand.
(it is an obvious rule of nature as eggs are countable, which should have a limit put on a limited space, you hand)
