Can I apply to the same University twice?

I got admitted to UC San Diego and UT Austin this year, and my classes start from August. I also got admitted to a few other schools which I applied to through the Common App.

However, it seems that I cannot attend this year because I had applied for a green card which might not come through in time. I cannot apply for F-1 visa because the two processes will clash, and neither can I study with a tourist visa.

Am I allowed to apply to the same school twice with the SAME application, with the same essays and stats? Or can I ask them if I can join next year instead of reapplying?

Also, how do i explain my gap year or strengthen it so that they don't feel like I've wasted a whole year?

Probably not. In fact, I don't think that's a good idea since the opportunity cost of applying twice is high. you could have done something else with a better offer.

Contact the school about deferring your acceptance. If they make you apply again, it's almost certainly because you were a marginal applicant. If you were a strong applicant, they will gladly let you defer your acceptance, and you will not apply again.
