第一個 clause 的 main verb 是 “were being forced”, 第二個 clause 的 main verb 是 “suffered”,
Joining two clauses,不可能沒有 but (conjunction) 或者 semi-colon, 否則變了 run-on sentence.
“do…are forced” 不是兩個 main verbs, do 是作 auxiliary verb, 是 inversion, 只不過 passive voice 不是用 do
