Why does he sneak around?

My half sisters dad always sneaks around the house and it's actually quite scary, tofay he even climbed over the top stair gate to sneak around and he just stands outside my door why??? It's really scary I just want it to stop!!! Ive told my mum and she's told him to stop it but he hasn't please help!
