The one who is capable of tackling hardship in life will be sharpened to a strong person whereas the one who does not arouse jealousy from others is just an incapable person.

One who can withstand hardship in life is a true man; whereas one who does not attract others' jealousy is likely to be mediocre."

One who withstands slanders eventually becomes a strong person, whereas one who incapably slanders is just a mediocre fool.

Honestly speaking:

「Without jealous mediocre」is not a sentence/phrase with meaning.

" A bold man can withstand the hardship while one who doesn't jealous by others will be considered as duffer"
