The perimeter of a rectangle is:

P = 2(length + width)

that doesn't seem too difficult...at least you could "try !"

P = 2[(4x + 7) + (x - 3)] = 2[5x + 4] = (10x + 8) units

you should go to your teacher for help...now !!

perimeter = 2×length + 2×width
= 2(4x+7) + 2(x-3)
= 8x+14 + 2x-6
= 10x+8
