1.Tom surprises a fan disguised as a homeless.
I don't judge people based on some criteria.
以上兩句的disguised based都係 participle clause被動形式?

2.Make your anger so expensive that no one can afford it and make your happiness
so cheap that people can almost get it free.
句其中兩個that係咩意思?

先講第一句看來disguised係乎是用錯/寫錯句了
因為主詞是Tom是disguise成為homeless(無家者/流浪者)去surprise(動詞)他的fan(粉絲/歌影迷),所以一定不是被動式的participle clause.
假如不變句子和字的結構的話,句子中的disguise用present participle還較合理:
Tom surprises a fan disguising as a homeless.

從past participle clause被動式的角度討論
disguised字之刪的名詞便是被修飾的那東西,所以就這句而講的話
disguise(改妝/易容)的是那fan而不是Tom,句字好像在講Tom surprises..主動去驚嚇...,而後面卻是"那fan是易容為無家者",前後結構和意義混亂不明。

第二句的based on是慣用法作為修飾或被允前述的動作,所以這句可算正確。
I don't judge people.本身已經可算是完整句子。based on...是附君修飾或補允"我judge/don't judge"這行為的理據或基礎原則是甚麼。所以其實句子還省略了一些正規句子的連接詞(which)以指向based on的是judge這東西,而是是一般用past particple被動修飾前或後那個名詞。

所以你的問題似乎亦問得不太對口。
