It was following simple Newtonian mechanics:
Chickens at rest tend to stay at rest. Chickens in motion tend to cross the road.

It never crossed the road at all. There was a misunderstanding at the bank and the road thought that the chicken had somehow crossed it, but once the administrative error was sorted out the road realised that he and the chicken were still solid.
