1. No - it is because it is located at a shared area. For example, if the floor outside your home is damaged, not only you, but all owners will have to be responsible.

大廈有問題，當然是大廈業主代表出頭維修，有人唔合作，應該是小部份，小部份不應影響大部份，政府無責任幫你出頭，如果唔改善，會比食環署告。
