我以前一直住係九龍城，我早上九時十五分到達新居，新居位於旺角，咁係早上九時十五分零分零一秒講"I lived in Kowloon City before." 想問問大家用過去式有無問題。

Yes you can! But it is not that meaningful.
It is better to say " I have just moved to...".
It is better to say " I have just moved to...".

In such detail as that is not worth that meaningfully (adv) while:-
speaking time=09:15:01-09:15:00=00:01=1 sec.
Hence participial phrase should be used:-
eg:-Having lived
(or Having been livied )
in Kowloon City, I reached Mong Kok New Home at 9:15am lee.
The simple past began and completed in the past without any connection with the present new home.Some expressions are adverbials of time to add the rhetoric as figure of speech:-eg:-Having been lived;
