I saw something about a private individual who had a large cruise ship that was kept in international waters so this raises a question for me. If an individual relinquished all boat registrations, so that the ship wasn't flying under the flag of any country, would this make them essentially not under the rule of any law, barring perhaps international law? I mean, ok so the boat couldn't come into dry dock anywhere, but if this was the case, could the ship be effectively immune from the law of countries, assuming it never went within their territorial waters? Thus someone could use the ship to do things that would be illegal in many countries like growing drugs? Please only answer if you know about international law.

What does Maritime law control? I assumed it was basically against things such as piracy. What exactly does it govern? And in addition, unless the boat was taken inside a countries borders that are patrolled, would anyone come looking for the boat?
