To format value in two decimal places,=ROUND(XXX,2) where XXX can be value or formula
To reference cell values on different sheet,
In Sheet3 cell D13: =Sheet1!C19
In Sheet5 cell D6: =Sheet1!C20
To format cell with date value to m/yyyy,
Choose cell format > Custom > d/yyyy > OK

You need zero decimal places, so
=ROUND(XXX,0)
what you need to do extra is to format the cell to display number of 2 decimal places.
