There is somewhere in the world where you have to be 16 to get a license. There is also somewhere in the world where you have to be 17 to get a license, somewhere in the world where you have to be 18 to get a license, somewhere in the world where you have to be 15 to get a license, etc.

Driver's license. Possessive not plural. No one is required to have a license to drive at any age. Anyone of any age can apply to be tested for a license. There are fifty states and each one has its own laws. Since you know where you live and presumably you have parents, why are you not asking this question at home?
