My husband is switching from full time employee to hourly consultant work. some of his co-workers are doing corp-to-corp rate. So we need to open a small business/corporation first. Me as a women will be the owner of this new business. I like to know the whole procedure on how to set this up? People told me I need to first register my business with the state, and then get tax ID from IRS... Please advise in more detailed.

Don't label yourself or your business

You are shooting yourself in the foot with the "woman owned business" label unless you are selling female sex products. Just be a business, just like everybody else. Words to the wise.

It will be a big hassle for you to operate the business.
He will be your employee and you are just making a headache for yourself.

Will people even hire him, if you are the "boss" and he is your employee?

The way to open a woman-owned business is the same as a male-owned business except the business is owned by a female.

The specific requirements is based on the state/city you live in.

I think you are thinking there are tax or other advantages to having a women owned business. Unless you are a government contractor, there is not.
參考: a female who owns two female owned business.
