△BCF = 2△AEF = 2(2) = 4 cm² = △CDE

Parallelogram ABCD = 2△ABC = 2(2△BCF) = 2(2 × 4) = 16 cm²
△BCF + △CDE + △AEF + △CEF = 16
4 + 4 + 2 + △CEF = 16
△CEF = 6 cm²
CE × EF / 2 = 6
3 × EF / 2 = 6
EF = 4 cm

The perimeter of △CEF = CE + EF + CF = 3 + 4 + √(3² + 4²) = 12 cm
The answer is B.
