Is it correct to say "as at" followed by a date?

I have come across financial reports which say, "Position as at 23 Jan 2013" or "The amount is $10,000 as at 18 Feb 2014".

Is it correct to say "as at" followed by a "date" to mean that a certain position/situation is true on that date?

The term we use is "as of" which means the position is current on that date.

Yes, that is standard procedure. Note: some reports use the @ symbol. For example: Position @ 23 Jan 2014. My guess is they do it to save on printer space.
