People who drive bicycles in this area are liable to a fine of $H.K. $5000.

句子中"are liable to" 用到現在式係米因為講出事實,個事實就係在這區域踏單的人是有可能被罰款港幣五千元。

用 "現在式", 因為是政府立下的 rule, regulation, 不是 fact (事實)
用錯 verb, 不是 drive, 應該是 ride
句子 main verb 是 "are " ~ a linking verb

政府立例, 有些規則是要市民遵守, 大家合作,
例如:~ 禁止這個區內踏單車, 違例者罰六千元

這個法例, 現在, 將來都是生效, 用 present tense 不單只應用在現時, 將來都是. 直到將來有需要, 政府可以取消或者修改.

法例從生效那天直到今天, 是過去某段時期, 都是禁止踏單車, 換句話, past, present, future 都是生效. 這個情形下, 是要用 present simple tense.

注意 command , order (命令), 都是使用 present tense.
例如校规 (school regulations)
Don’t do this. Don’t do that.

Truth, facts (真理)
政府法例可修改, 所以不是 fact.

Water boils at 100° Celsius and 1 atmospheric air pressure. (Scientific fact)

liable for something is legally responsible for paying the cost of something eg.damage caused for the building=5000.
In this Govt.rule in riding bikes on the pedestrian walkway in N.T. is wrong.
Hence in the sentence in Present Tense:-" Liable to something" means likely to be punished by law®ulations for something.where "are" is strong form of verb to be.
Liable to a fine of hence means
Bike offenders are liable to a fine of 5000.
