I like the girl.
Tom is talking to the girl.

whom 是受格，指定用 whom 連接就是要取代做受詞的 the girl，那就是取代第二句的 the girl，所以把第二句的 to the girl 改成 to whom，放在兩句中間連接就可以：

I like the girl to whom Tom is talking.

（另一種寫法是把 the girl 改成 whom，放在兩句中間連結，可是這樣介係詞 to 的位置就不動，有些文法家認為句子最後用介係詞不好，不過還是有人這樣用：

I like the girl whom Tom is talking to.）

I like the girl who is talking to Tom.

應該是用who吧？！
I like the girl who talking to Tom.
