If your laptop doesnt stay on without its battery even though its connected to the charger does that mean the charger is the problem?

I need to figure out which one of the 2 is the problem. My laptop will not charge when plugged in and I tried taking out the battery and wanted to see if it would stay on and it powered off. Does that mean its a problem with the charger or the battery?

its either the charger or the charging cable in the laptop
