Not necessarily. Some girls/women have a habit of touching their hair. It could mean they are nervous, too. And they may be nervous because they like you. But the point is, it's not a conscious signal that they like you. I mean it's not a secret code type thing that they are trying to tell you that they like you. They may not be aware they are doing it.

No. I play with my hair a lot, it has nothing to do with if I "like" a person or not.

I play with my hair all the time, and when I notice I do it, I notice that I like something around me. Like, okay, say I'm talking to one of my guy friends and hes being very charming and nice and sweet, I'll end up playing with my hair, but I don't like him like that. Or, if one of my best friends introduces me to her boyfriend and I see hes a good guy, i'll play with my hair because i'm happy for her.
