Assume you are using a PC with windows O/S. Let's rule out some basic problems first. > means left click here.
1. Connect the HDD with a healthy cable to a USB port at the back of your
computer.
2. If the HDD needs independent power supply, plug it straight into the power
point on wall instead of a power board.
3. Now right click My computer, > Manage.
4. In computer management window, > Disk management.
5. Now look for the HDD and see if it's present and healthy.
(a) If so, clicking it should open the drive.
(b) If it's found RAW, unhealthy or unallocated, the HDD partition is very likely corrupted. In this case, there is nothing you can do to retrieve the data on this particular drive.
The only remedy for a corrupted HDD is to rebuild the partition on it (if preferred). This will delete all data on the disk.
Procedure:
1. Back to the Disk Management window, confirm the target HDD then right click. > Delete to wipe out the partition. Now right click the same HDD again then > create. Follow the on screen instructions to create a primary partition.
2. When finished, right click C:, > Properties, > Check disk, > OK. Windows will message to check your HDD on next boot up. > OK to close.
3. Now leave your HDD at the back of your tower then reboot, windows will run a complete disk check on your HDD. If report's OK, use it as your back up folder.
Note: The paths shown here applies to XP O/S in a tower but other windows are similar. Not knowing exactly what your system is, I can only show you the general concept of checking and regenerating an external HDD.
