Question about headlight law?

Hey I got a question. I was driving it was a bit dark because it wanted to rain but still could see, but I forgot to turn on the headlight and there was a sheriff parked, but he did not stopped me or anything, am I going to get a ticket by mail or does the sheriff has to stop me to give a ticket?

Nothing is going to happen. If he'd wanted to he would have pulled you over and either given you a ticket there and then or simply told you about your lights. Don't worry.

He/she has to pull you over to give you the ticket.
HOWEVER, if you get into an accident when you are driving without your lights, they might decide that it's your fault just because no one could see you. So turn on the d*** lights.

If he was going to give you a ticket, he would have pulled you over and given it to you.
